Job Description :
STREET WORKS AND PERMITTING MANAGER                           

To be responsible for the overall integrity of the Cambridgeshire Permit Scheme for Street Works and Road Works.

To manage the Street Works and Permitting service and ensuring all works are carried out in accordance with the National Conditions for Permit Schemes, Codes of Practice of the New Roads and Street Works Act 1991 and the network management requirements of the Traffic Management Act 2004 all with minimum disruption to highway users.


e. Customer Care

• Respond appropriately to enquiries from members, public and the media within corporate response times.

• Provide input and support towards the role out of online services associated with street works


f. Team Support

• Lead and develop the team to ensure efficient and effective service delivery

• Assist the other teams within the Traffic Management function in the implementation of the Traffic Management Act 2004.

• Deputise any roles within the Team, if necessity dictates.



3. Person Specification Qualifications, knowledge, skills and experience

a. Education, Qualifications and Training


- Degree in a relevant discipline
- Evidence of continued personal/professional development
- A relevant professional membership e.g. CIHT / ICE


- Post graduate management qualification
- A relevant professional qualification e.g. Chartered/Incorporated Engineer
- Project management qualification


b. Knowledge and Experience


- Experience of working in a traffic management / street works / Permitting capacity
- A proven ability to develop partnerships at the highest levels with other agencies as a means of ensuring service objectives are met
- An understanding of how to manage the needs of a diverse set of stakeholders
- Experience of managing a team
- Ability to develop objectives and monitor performance to ensure goals are met or exceeded. Experience of developing focused strategies and prioritising actions, leading to change and performance improvements
- Experience of working with locally elected politicians and of ensuring that service outcomes align with broader political priorities
- Knowledge and up-to-date understanding of legislative and policy frameworks as they apply to the service
- Ability to assimilate complex information and provide strategic and operational solutions
- Proven experience of financial and resource planning and the ability to deliver efficiency savings through cost effective Service delivery
- Experience of developing and assessing business cases for new pieces of work or equipment
- Experience of delivering presentations to a wide range of audiences
- An in depth knowledge of National Conditions for Permitting, Highways Act 1980, New Roads and Street Works Act 1991, Traffic Management Act 2004,
- Experience of preparing and presenting Committee reports, and informal democratic processes
