| An immediate vacancy has arisen for a suitably experienced Highways Maintenance Manager.
Reporting to the Operations Manager your responsibilities include the successful delivery of maintenance services with management responsibility for approximately 30 staff, The management and coordination of operational budgets in the order of £2m, Ensure budgets and resources are managed to effectively deliver highway policies, Management and delivery of revenue based budget activities to ensure that the highway network is maintained in a safe and useable condition such as to meet statutory responsibilities within the financial framework. Your main tasks will include Acting as first line manager to the maintenance services of the area operations ensuring that winter services, emergency responses inspections and general maintenance is delivered to the agreed stakeholder requirements, Responsibility for the programming, organisation, delivery and staffing issues relating to the area based highway maintenance service, Manage, co-ordinate and organise the provision of winter services to the requirements of the relevant policy and current legislation, Liase with other sections of highways to investigate requests for service or complaints, develop programmes and implement solutions, Ensure the cost effective delivery of maintenance services within agreed county council requirements through the set policy and financial frameworks, Provide and co-ordinate response, to civil emergencies and liaison with the emergency services and neighbouring authorities, Set standards and take the lead for quality and performance, Ensuring compliance to quality standards and performance indicators whilst ensuring that all prevailing legislation and best professional practices are reflected in the standards and values of the service delivery, Promote good customer relationships throughout the service delivery, liase and arbitrate with elected members, clients and sub-contractors, support services and other directorates of the County Council, District Councils, Statutory Undertakers, other external bodies and stakeholders, Prepare service delivery and business plans for the Maintenance Service, oversee their implementation and monitor their progress, Manage health & safety, quality and environmental systems for the area maintenance operations and promote and maintain procedures and safe systems of working to comply with Health and Safety and employment legislation including CDM regulations, Contribute to the development and maintenance of the Operational Services quality, environmental and health and safety systems. Embrace the concept of customer care, charter mark and IIP in all activities of the area based highway service.
Candidates must posses an HNC or equivalent, at least five years management experience providing highway maintenance services in large technical organisation, Successful track record of leading teams and of implementing change, Experience of operating trading accounts in a competitive environment, Experience of leading negotiations with clients and other authorities
Experience of multiple project management, A detailed knowledge of the organisation of the County Council and Statutory responsibilities, A detailed knowledge of the technical professional, legal and commercial issues, Knowledge of construction and commercial practices in the private sector.
