Our Client, a Major International Offshore Oil &amp; Gas Engineering Contractor requires an Estimator to work in the Commercial Department at their UK Head Offices in Surrey.

·	To develop cost estimates to support Tendering activities as requested by Proposal Leader and Estimating Manager.
·	To liaise with external subcontractors and other departments internally to determine and obtain accurate cost related information.
·	Be responsible for collating and updating of the Company database of costing elements.

We are seeking candidates with:-
A minimum of 3 years work experience
Knowledge of Cost Control elements.
Good knowledge in operating computer programs (word and excel spreadsheets).
Good technical background in offshore installation operations.
Availability to fulfil targets and to meet critical deadlines.
Engineering degree and/or Quantity survey qualifications.

To develop &amp; improve the QHSE management system philosophies and documents.
Participate in implementation of QHSE audit and system performance monitoring and review activities.
Participate in QHSE training delivery.
Provide QHSE support to company departments as directed by QHSE management.
Support system certification activities as directed by QHSE management.

We are looking for applications from candidates with:-
·	Good standard of further education (e.g. further education college, university); resulting in Degree or technical diploma level qualification
·	The technical nature of education should be engineering or marine based
·	Certificate level qualification preferred in health and safety management
·	Recognized training in quality, health, safety and environmental management issues

Candidate must have awareness of relevant industry issues and QHSE management systems.  Plus the ability to:

Priority will be given to candidates with experience as shown above plus HNC Civil

Contract rate is negotiable depending on candidate’s experience and knowledge.

Our Clients, Major International offshore contractors in the oil &amp; gas industry, active in Offshore Transportation &amp; Installation, Pipeline &amp; Subsea Construction, URGENTLY require Project Pipelay Engineers to work on project related work based in their UK Head Offices in Surrey

QUALIFICATIONS: We are looking for candidates with Degree or Diploma in Civil or Structural Engineering or Naval Architecture.
Computer literate with sound knowledge of pipelay engineering &amp; naval architecture.
Several years experience in offshore installation / pipelay, with some experience with a recognised installation / pipelay Contractor.
Previous experience as an engineer on board a pipelay vessel.

ROLE, reporting to Project Manager will be to ensure all engineering functions for allocated Projects are efficiently managed to provide maximum support for Project activities.
To Initiate &amp; maintain Project files; Interpret designs for implementation in the Project.
Direct &amp; co-ordinate the activities of a Project team, programme work loads &amp; provide technical &amp; administrative guidance to Project staff to ensure aims &amp; objectives are effectively &amp; economically achieved.
Ensure project work is performed in compliance with all relevant Statutory Rules &amp; Regulations; Clients Specifications &amp; Company Criteria &amp; Procedures.
Provide subordinates with guidance &amp; instruction to ensure due regard is given to QHSE requirements.
Administer Project programme to ensure implementation is in accordance with plans, designs &amp; specifications.
Manage Project engineering functions through subordinates.
Monitor &amp; co-ordinate all phases of Project progress, ensure deliverables, equipment, facilities &amp; services meet specified requirements.
Ensure technical co-ordination with Client, including attendance at interface meetings.
Document review &amp; distribution.
Provide for the performance of risk assessments on all aspects of offshore pipelay engineering.
Liaise with Operations &amp; Methods Manager for operational input during the development of pipelay activities.
Contribute to improvements to existing designs.
Raise any identified safety concerns with immediate supervisor.
Reviewing of reports &amp; calculations.
Make project personnel aware of Company’s QHSE policies, objectives &amp; commitment to providing a safe working environment
Become familiar with &amp; maintain awareness of Company's current requirements &amp; where applicable, latest Industry Codes &amp; Standards including statutory rules &amp; regulations.
Ensure activities are carried out in manner consistent with policy on health, safety, quality &amp; environmental matters in accordance with Company specific procedures &amp; ensure own safety &amp; that of others not compromised.

Working on the engineering and execution phases of the offshore installation project (Dredging Project) expected to last until October 2011.  The Project Engineer will be required to monitor dredging subcontractor scope and review procedures for compliance with scope 
Design development, Scopes of Work, Project Support 
Development of any required Installation Procedures for the project. 

QUALIFICATIONS
HNC – Civil / Structural Engineering / Naval Architecture 
Degree or Chartered Engineer or equivalent preferred

Candidates must have good previous Offshore Pipeline Installation experience preferably with a Pipeline or Subsea Installation company 
Must be have knowledge and proven ability to work on a dredging project
